I made a prize wheel for a charity event last summer and we used a spring door stop (the kind you'd screw into the wall behind a door to keep it from hitting the wall). We mounted it onto a small wood block and it worked perfectly because it was flexible but strong. Just make sure you glue on the plastic tip or it'll fly off after a few spins!!!
